Syrian Islamist groups reject Western-backed opposition, declare Islamic state in key city

BEIRUT - Syria's increasingly powerful Islamist rebel factions rejected the country's new Western-backed opposition coalition and unilaterally declared an Islamic state in the key battleground of Aleppo, a sign of the seemingly intractable splits among those fighting to topple President Bashar Assad.

The move highlights the struggle over the direction of the rebellion at a time when the opposition is trying to gain the West's trust and secure a flow of weapons to fight the regime. The rising profile of the extremist faction among the rebels could doom those efforts.

Such divisions have hobbled the opposition over the course of the uprising, which has descended into a bloody civil war. According to activists, nearly 40,000 people have been killed since the revolt began 20 months ago. The fighting has been particularly extreme in Aleppo, Syria's largest city and a major front in the civil war since the summer.

Salman Shaikh, director of The Brookings Doha Center in Qatar, said Monday the Islamists' declaration will unsettle both Western backers of the Syrian opposition and groups inside Syria, ranging from secularists to the Christian minority.

"They have to feel that the future of their country could be slipping away," Shaikh said. "This is a sign of things to come the longer this goes on. The Islamist groups and extremists will increasingly be forging alliances and taking matters into their own hands." The West is particularly concerned about sending weapons to rebels for fear they could end up in extremists' hands.

In Washington, State Department spokeswoman Victoria Nuland said that since the new opposition group has endorsed pluralism and tolerance, "it's not surprising to us that those who want an extremist state, or a heavily Islamist state in Syria have taken issue with this."

The Islamists' announcement, made in an online video released Sunday, shows the competing influences within the rebellion, between religious hard-liners who want to create an Islamic state in Syria ? including foreign al-Qaida-style jihadi fighters ? and the newly formed Syrian National Coalition, which was created earlier this month in hopes of uniting the disparate groups fighting Assad's regime.

The National Coalition was formed under pressure from the United States, which sought a more reliable partner that nations could support. Key to its credibility is whether it can ensure the support of the multiple, highly independent rebel brigades battling on the ground across the country within Syria, which largely ignored the previous opposition political leadership, made up of exiles.

In the new video, 13 Islamic radical factions denounced the coalition as a foreign creation.

Most important among them were the al-Tawheed Brigade, which is one of the largest rebel groups operating in Aleppo, and Jabhat al-Nusra ? Arabic for "the Support Front" ? which is mainly made up of foreign jihadi fighters. Jabhat al-Nusra has become notorious for suicide bombings targeting regime and military facilities and is at the forefront of fighting in Aleppo.

"We are the representatives of the fighting formations in Aleppo and we declare our rejection of the conspiratorial project, the so-called national alliance," an unidentified speaker said in the video. "We have unanimously agreed to urgently establish an Islamic state."

He spoke at the head of a conference table where about 20 others were gathered, with a black Islamist flag behind them.

The authenticity of the video could not be independently confirmed, but it was released on a website that carries al-Qaida and other militant statements, as well as on the al-Tawheed Brigade website.

The new opposition bloc, formed Nov. 11 in Qatar, is trying to allay fears of extremism within the rebellion. A moderate cleric, Mouaz al-Khatib, was chosen as its leader in an attempt to establish the movement's religious credentials with the public while countering more radical factions.

In Cairo, al-Khatib played down the significance of those who reject the alliance, saying, "we will keep in contact with them for more co-operation in the interest of the Syrian people." He also announced that the coalition would be headquartered in the Egyptian capital.

The coalition is gaining some traction internationally. France was the first Western nation to recognize it as the only legitimate representative of the Syrian people. France also welcomed a member of the Syrian opposition as the country's ambassador.

Turkey and the six-nation Gulf Cooperation Council also recognized the group as the representative of the Syrian people.

But the United States and Italy have been somewhat less forthcoming. President Barack Obama has said the U.S. needed more time and wanted to make sure that the group "is committed to a democratic Syria, an inclusive Syria, a moderate Syria."

He also says the U.S. isn't considering sending weapons to the opposition because of concerns the arms might fall into the hands of extremists.

Italy took a similar view, recognizing the opposition as legitimate but stopping there.

On Monday, European Union foreign ministers gave the bloc a vote of confidence but stopped short of offering official diplomatic recognition because that can only be decided by each member country individually. Still, the endorsement of the coalition as a legitimate voice for Syria's people represents a major step forward in Western acceptance for the group.

"The EU considers them legitimate representatives of the aspirations of the Syrian people," the bloc's 27 foreign ministers said in a statement at the end of their monthly meeting in Brussels.

Some EU members have suggested arming the Syrian opposition, but the idea has gotten little traction.

Currently, the EU has an embargo prohibiting the shipment of arms into Syria, which is likely to be renewed later this week. A senior EU official said last week that shipping weapons to Syrian rebels while keeping an embargo against the Assad regime in place would be difficult to enforce.

The violence in Syria threatens to inflame an already combustible region. The fighting already has already spilled into Israel, Lebanon, Jordan and Turkey.

Germany's defence minister said Monday he expects Turkey to make a formal request to NATO for Patriot missiles to bolster anti-aircraft defences along the border with Syria.

"It may be ? I expect it ? that there will be a request by the Turkish government to NATO today for Patriot missiles to be stationed on the Turkish border," Thomas de Maiziere said ahead of the EU meeting.

NATO's Secretary-General Anders Fogh Rasmussen said no such request had been received yet from Ankara, but that if it was it would be considered "as a matter of urgency."

"The situation along the Syrian-Turkish border is of great concern," Fogh Rasmussen said as he arrived for a meeting with the European Union's foreign and defence ministers. "We have all plans in place to defend and protect Turkey if needed."

Although the civil war has left Assad isolated internationally, Iran has stuck by Damascus.

Iran's semi-official Fars news agency said Monday that Tehran has started building a $10 billion natural gas pipeline to Syria as part of efforts to boost Iran's energy sector, which has been battered by international sanctions.

The 1,500-kilometre (900-mile) pipeline will pass through Iraq before reaching Syria.

Hypertension or high blood pressure (systolic 140 mmHg or higher and diastolic 90 mmHg or higher is hypertension) can lead to several complications. It is important to know if you have high blood pressure (check your blood pressure from your doctor, nurse or other health care providers) and to know if you are at risk of high blood pressure. Complications of hypertension can be serious and life threatening and it is important to control blood pressure (if you have hypertension) within normal limit so that complications can be avoided and prevented.

The risk factors of hypertension are given below and find out how many risk factors you have. The more risk factors of high blood pressure you have the greater is the risk of developing hypertension (and complications as a result) for you. Some of the risk factors are modifiable and some are non-modifiable. However, one may have high blood pressure without having any risk factors mentioned below.

Non-modifiable risk factors of hypertension:

  • Age: The risk of hypertension increases with age. Unfortunately, we can do nothing about it. For females, the risk is greater after menopause.
  • Family history: Hypertension can run in families.
  • Race: Hypertension is more common in certain races, e.g. hypertension is more common among blacks than whites of similar age and sex and complications are also more common.
  • Pregnancy: This can lead to hypertension. In most of this cases blood pressure comes down to normal after delivery, but the risk of hypertension in future increases.

Modifiable risk factors of hypertension:

  • Obesity: Obese individuals are at greater risk of developing hypertension than normal body weight individuals. The greater your body weight the greater is the requirement of oxygen and blood volume increases, which results in high blood pressure.
  • Physical inactivity: Physical inactivity is one of the important risk factors of hypertension. Physical inactivity can lead to obesity, which itself is a risk factor.
  • Too much salt (sodium) in your diet: Excess salt (sodium) intake leads to retention of water in body, which increases blood volume and lead to high blood pressure. This is the reason doctors prescribe low salt diet for management of hypertension.
  • Too little potassium in diet: Adequate potassium is essential to maintain sodium balance. Too little potassium can lead to excess sodium and hypertension.
  • Tobacco use: Use of tobacco can raise blood pressure immediately temporarily. Use of tobacco reduces elasticity of walls of arteries and damage artery walls. This lead to narrowing of arteries and blood pressure increases.
  • Drinking too much alcohol: Drinking too much alcohol can damage the heart. But, moderate drinking (2 drinks a day) can be helpful to control blood pressure.
  • Mental stress: Mental stress can increase blood pressure temporarily and which may become permanent feature. Do not use commonly used relaxation techniques such as having a cigarette or eating. Use relaxation techniques such as meditation, yoga etc.
  • Certain chronic medical conditions: There are several chronic medical disorders which increase risk of development of hypertension, such as diabetes, kidney disorders etc.

If you have the above-mentioned risk factors, you are at risk of developing hypertension. Be careful and take preventive measures to prevent development of hypertension.

Plumes of hot, buoyant material are thought to rise from the deepest mantle, near the core-mantle boundary.

In the shallow mantle, the plumes partially melt, and the melt is erupted at the surface at hotspot volcanoes. Several hotspot volcanoes, including those in Hawaii, Samoa, and the Marquesas, exhibit two parallel volcanic lineaments that are geochemically distinct. This geochemical separation is thought to result from the plumes being sourced from the northern side of a large, enriched geochemical and seismological anomaly in the deepest mantle.

The south side of each plume then entrains the geochemically enriched material, which is reflected in the geochemical zonation of hotspot volcanoes at the surface. To test this hypothesis, Jarod Payne and colleagues examine volcanic lineaments in the Society Islands hotspot, which is located to the south of a seismologically anomalous region in the deep mantle.

They find that the northern volcanic trend in the Society Islands is enriched relative to the southern volcanic trend. This observation is consistent with plume zonation arising from an enriched geochemical anomaly in the deepest mantle, and the relative geometry of the plume and the geochemical anomaly governs the sense of zonation in Pacific hotspots.

Caritas India has launched a project to bring about a change in the life of tribal communities in Madhya Pradesh.

The project titled ?Jeevika? supported by Critas Spain was launched on Nov. 6 in Jhabua diocese of the state along with more than 200 community members, government officials and representative teams from the project partners.

?Jeevika is not mere a project and of period based, it?s a process to make change happen,? said Bishop Devprasad John Ganawa of Jhabua.

The project is community designed, community owned and community managed.

It would address issues of distress migration, food security and sustainable livelihood options through sustaining agriculture, promoting livestock, developing skills of youth and ensuring and securing entitlements of the deprived communities in 104 villages of the state.

JEEVIKA has designed based on the 100 per cent baseline survey and is being implemented in technical official collaboration with National Bank for Agriculture and Rural Development, Krishi Vigyan Kendras and Panchayats.

?JEEVIKA will create impact in such a way that Madhya Pradesh will be known as Jeevika Pradesh,? said Veer Singh Bhuriya, Legislator from Jhabua.

Caritas India director Fr. Fr. Frederick D?souza along with other dignitaries took part in the launching ceremony.

The program was attended by 35 panchayat members, 150 villagers and project staff of Jeevika, LIFE (Rajasthan) and HARIT PRAYAS ( Bundelkhand region).

A California lawyer is so upset with his Surface tablet, that he's suing Microsoft for alleged false advertising.

When Andrew Sokolowski began filling his tablet with music and Word documents, he claims that the advertised 32 gigabytes of storage translated to more like 16 GB of free space.

So he went to Los Angeles Superior Court to file a class action lawsuit.

The only issue is that Microsoft warns of this issue on its website, stating, "The 32 GB version has approximately 16 GB free hard disk space," because some of the disk space "is used by built-in apps and by the Windows features that can help you protect and recover the stuff you store on your Surface."

Although Sokolowski's lawyer says that this information is "buried" on the site and that "they make you search and dig for it specifically, or you would never find it."

The Surface isn't the only tablet with this problem. The iPad 32GB only actually has 28 GBs of free storage space.

    Wax-filled nanotech yarn behaves like powerful, super-strong muscle

    ScienceDaily (Nov. 15, 2012) ? New artificial muscles made from nanotech yarns and infused with paraffin wax can lift more than 100,000 times their own weight and generate 85 times more mechanical power than the same size natural muscle, according to scientists at The University of Texas at Dallas and their international team from Australia, China, South Korea, Canada and Brazil.

    The artificial muscles are yarns constructed from carbon nanotubes, which are seamless, hollow cylinders made from the same type of graphite layers found in the core of ordinary pencils. Individual nanotubes can be 10,000 times smaller than the diameter of a human hair, yet pound-for-pound, can be 100 times stronger than steel.

    "The artificial muscles that we've developed can provide large, ultrafast contractions to lift weights that are 200 times heavier than possible for a natural muscle of the same size," said Dr. Ray Baughman, team leader, Robert A. Welch Professor of Chemistry and director of the Alan G. MacDiarmid NanoTech Institute at UT Dallas. "While we are excited about near-term applications possibilities, these artificial muscles are presently unsuitable for directly replacing muscles in the human body."

    Described in a study published in the Nov. 16 issue of the journal Science, the new artificial muscles are made by infiltrating a volume-changing "guest," such as the paraffin wax used for candles, into twisted yarn made of carbon nanotubes. Heating the wax-filled yarn, either electrically or using a flash of light, causes the wax to expand, the yarn volume to increase, and the yarn length to contract.

    The combination of yarn volume increase with yarn length decrease results from the helical structure produced by twisting the yarn. A child's finger cuff toy, which is designed to trap a person's fingers in both ends of a helically woven cylinder, has an analogous action. To escape, one must push the fingers together, which contracts the tube's length and expands its volume and diameter.

    "Because of their simplicity and high performance, these yarn muscles could be used for such diverse applications as robots, catheters for minimally invasive surgery, micromotors, mixers for microfluidic circuits, tunable optical systems, microvalves, positioners and even toys," Baughman said.

    Muscle contraction -- also called actuation -- can be ultrafast, occurring in 25-thousandths of a second. Including times for both actuation and reversal of actuation, the researchers demonstrated a contractile power density of 4.2 kW/kg, which is four times the power-to-weight ratio of common internal combustion engines.

    To achieve these results, the guest-filled carbon nanotube muscles were highly twisted to produce coiling, as with the coiling of a rubber band of a rubber-band-powered model airplane.

    When free to rotate, a wax-filled yarn untwists as it is heated electrically or by a pulse of light. This rotation reverses when heating is stopped and the yarn cools. Such torsional action of the yarn can rotate an attached paddle to an average speed of 11,500 revolutions per minute for more than 2 million reversible cycles. Pound-per-pound, the generated torque is slightly higher than that obtained for large electric motors, Baughman said.

    Because the yarn muscles can be twisted together and are able to be woven, sewn, braided and knotted, they might eventually be deployed in a variety of self-powered intelligent materials and textiles. For example, changes in environmental temperature or the presence of chemical agents can change guest volume; such actuation could change textile porosity to provide thermal comfort or chemical protection. Such yarn muscles also might be used to regulate a flow valve in response to detected chemicals, or adjust window blind opening in response to ambient temperature.

    Even without the addition of a guest material, the co-authors found that introducing coiling to the nanotube yarn increases tenfold the yarn's thermal expansion coefficient. This thermal expansion coefficient is negative, meaning that the unfilled yarn contracts as it is heated. Heating the yarn in inert atmosphere from room temperature to about 2,500 degrees Celsius provided more than 7 percent contraction when lifting heavy loads, indicating that these muscles can be deployed to temperatures 1,000 C above the melting point of steel, where no other high-work-capacity actuator can survive.

    "This greatly amplified thermal expansion for the coiled yarns indicates that they can be used as intelligent materials for temperature regulation between 50 C below zero and 2,500 C," said Dr. M?rcio Lima, a research associate in the NanoTech Institute at UT Dallas who was co-lead author of the Science paper with graduate student Na Li of Nankai University and the NanoTech Institute.

    "The remarkable performance of our yarn muscle and our present ability to fabricate kilometer-length yarns suggest the feasibility of early commercialization as small actuators comprising centimeter-scale yarn length," Baughman said. "The more difficult challenge is in upscaling our single-yarn actuators to large actuators in which hundreds or thousands of individual yarn muscles operate in parallel."

    Other UT Dallas Nanotech Institute researchers involved with the work were research associates Dr. M?nica Jung de Andrade, Dr. Jiyoung Oh and Dr. Dongseok Suh; Dr. Shaoli Fang, associate research professor; Dr. Mikhail Kozlov, research scientist; Carter Haines and Taylor Ware, graduate students in materials science and engineering; and Dr. Walter Voit, assistant professor of materials science and engineering.

    Despite rebel deal, Syria can keep up the fight

    BEIRUT (AP) ? Nearly 20 months into the Syrian uprising, President Bashar Assad's message to the world has been nothing if not consistent: His military is strong, his enemies are mere terrorists and he will prevail in the end.

    And despite a unity deal signed by Syrian rebels this weekend, which they hope will persuade foreign backers to send more powerful weapons to use to battle the regime, Damascus still has enough firepower and resources to keep up the fight.

    "Syria has more than enough weapons for fighting the rebels," said Igor Korotchenko, a retired colonel of Russia's military general staff who is now editor of National Defense magazine. "As long as Bashar Assad has the money to pay his military, it will keep fighting."

    He said Syria has more than 1,000 tanks, along with a system of repair shops created during Soviet times and enough experienced personnel to service the weapons.

    Analysts say it is difficult to come up with reliable figures on the Syrian air force and air defenses because of the extreme secrecy surrounding its military matters. Assad's regime ? its forces stretched thin on multiple fronts ? has significantly increased its use of air power against Syrian rebels since the summer.

    For now, government jets and helicopters are largely out of reach of the rebels' arsenals, and Assad projects confidence at every turn. In an interview last week with Russia Today TV, Assad vowed to "live and die" in Syria, saying the conflict will never drive him into exile.

    Still, the regime cannot maintain the status quo indefinitely.

    A Mideast intelligence official said Syria's estimated 300 jet fighters ? mostly Russian-made ? lack the appropriate maintenance, spare parts and missile warheads. Syria's estimated three dozen helicopters, also mostly Russian-made, are being "exhausted from overuse," he said.

    "The Syrian army is being stretched to the maximum because of simultaneous crackdowns on rebel holdouts across Syria," said the official, who asked that his name and country not be used because he is not authorized to speak publicly.

    Citing regional intelligence data, the official also said jammed Internet, satellite and cellphone circuits across Syria are contributing to the military's woes, mainly by depriving army commanders of the means to communicate with field officers. He said the circuits are believed to have been jammed by Russian telecommunications equipment, installed in the early summer to block rebel communications.

    With the regime hurting but still strong, the opposition would need an influx of weapons quickly to tip the balance of the conflict.

    The rebels' desire for arms was clear last week at an opposition conference in Qatar.

    "Weapons," barked George Sabra, a Syrian opposition figure, as rebels gathered for a unity conference with envoys from Washington and its Middle East allies in attendance. "We don't need food. We don't need money. We need weapons."

    The appeal came just hours before Syria's splintered rebel factions agreed Sunday to an American-backed plan to unite under a new umbrella group that seeks a common voice and strategy against Assad's regime.

    Now, outgunned rebel fighters are waiting to see whether the pledge of cooperation will be rewarded with potentially game-changing arms ? including critical anti-aircraft batteries ? from main regional backers such as the wealthy Gulf states and Turkey.

    A big part of the decision likely rests with the U.S., which has so far discouraged opening channels for heavy weapons because of unease about squabbling among Syrian rebels and possible footholds by Islamic extremists among the fighters.

    The Obama administration has steered clear of any pledges to directly arm rebels. But some opposition figures believe Washington could give its tacit support to others funneling weapons if the new broad-based rebel coalition holds together and gains international legitimacy, such as winning recognition from the Arab League and other groups

    "This new body will help us mobilize more international support and resources for the Syrian opposition," said the secretary-general of the Syrian National Council, Bassam Ishak, during talks Sunday in Qatar's capital, Doha, that were observed by representatives from the U.S., Turkey and other rebel backers.

    The U.S. also is likely to play more than simply a bystander role if major weapons channels open for the rebels, who now battle mostly with firepower seized from Assad's military and light arms such as AK-47 machine guns bought on black markets or smuggled across borders.

    Washington's logistical aid, such as surveillance and intelligence, would be essential to keep weapons routes open and reaching the right rebel units, analysts say.

    "Still, I don't think we are quite at the green-light stage for weapons," said Theodore Karasik, a regional security expert at the Dubai-based Institute for Near East and Gulf Military Analysis. "I think the jury is still out on what types of weapons are needed."

    Karasik believes Syrian rebels have the capability to hold ground with the weapons they have as the conflict increasingly takes on the urban combat showdowns of past insurgencies such as Chechnya.

    "They are fighting a Soviet-built army using Soviet and Russian tactics," he said. "You can probably fight that with the weapons you already have on the ground ... Anything else, like anti-aircraft capabilities, could help tip the scales."

    Two likely routes for stepped up military aid would be Turkey and Jordan ? both bordering on pockets of rebel-held territory.

    The regime could face yet another challenge if Israel gets drawn into the fighting, something that would further stretch Assad's already struggling forces.

    An Israeli tank struck a Syrian army vehicle Monday after a mortar shell landed on Israeli-held territory, the military said, in the first direct confrontation between the countries since the Syrian uprising broke out, sharpening fears that Israel could be drawn into the civil war next door.

    Israel has steadfastly tried to avoid getting sucked into the Syrian conflict, but it has grown increasingly worried after a series of mortar shells have struck territory in the Israeli-controlled Golan Heights in recent days. On Sunday, Israel fired a "warning shot" into Syria in response to the shelling.

    Delivery at any time before the 39th week of gestation increases the risk of postnatal problems and mortality. A team of authors headed by Christian F. Poets has analyzed mortality and morbidity data from epidemiological studies of infants born between two and six weeks preterm, comparing them with infants born at full term. They present their findings in issue 43 of Deutsches rzteblatt International (Dtsch Arztebl Int 2012; 109(43): 721?6).

    As a rule, elective Cesarean sections are performed somewhat before full term, in order to prevent spontaneous delivery. However, the earlier delivery occurs, the greater the risks to the child. The risk of neurological complications or death rises from 0.15% for births at 39-41 weeks' gestation to 0.66% for births at 35 weeks' gestation. A higher percentage of children born before term require special educational support in elementary school. This may be one reason preterm birth is associated with an increased risk of subsequent entitlement to welfare benefits.

    Overall, approximately 20% of all children born in Germany are 2 to 3 weeks preterm, and 5% are 4 to 6 weeks preterm. The authors therefore advocate establishing clear prohibitions and informing parents, in order to reduce dramatically the rate of elective deliveries before the 39th week of gestation. Attempts to do this in US hospitals have so far been successful.

    PRIMARY PURPOSE : To analyze mid- and higher-level workers compensation claims to determine benefits due; to ensure ongoing adjudication of claims within company standards and industry best practices; and to identify subrogation of claims and negotiate settlements.

    ESSENTIAL FUNCTIONS and RESPONSIBILITIES


  • Manages workers compensation claims determining compensability and benefits due on long term indemnity claims, monitors reserve accuracy, and files necessary documentation with state agency.
  • Develops and manages workers compensation claims' action plans to resolution, coordinates return-to-work efforts, and approves claim payments.
  • Approves and processes assigned disability claims, determines benefits due, and manages action plan pursuant to the disability claim or client contract.
  • Manages subrogation of claims and negotiates settlements.
  • Communicates claim action with claimant and client.
  • Ensures claim files are properly documented and claims coding is correct.
  • May process complex lifetime medical and/or defined period medical claims which include state and physician filings and decisions on appropriate treatments recommended by utilization review.
  • Maintains professional client relationships.

  • QUALIFICATION

    Education & Licensing
    Baccalaureate degree from an accredited college or university preferred.

    Experience
    Three (3) years of claims management experience or successful completion of Claims Examiner II training required. Licenses as required.
